Upton “Sonny” Howard Carter, 70, of Martinsburg passed away February 1, 2019 at the VAMC.
Born November 11, 1948 in Olney, Maryland, and is the son of Reva Catherine Clem Carter and the late Upton Carter.
He is survived by two sisters; Joan Whitener and Wanda King and husband Porter; one brother, Kenny Carter and wife Wanda.
Service and interment will be private.
