Shelley Smith Stull passed away unexpectedly on Tuesday, January 9, 2018. She will be missed by many who had hoped to enjoy her spirited personality for much, much longer.

Shelley is survived by her husband Roy Lee “Lee” Stull, son Robert Michael “Mike” Smith and his wife Kimberly; her precious grandson, Ethan Tyler; step-son Richard Stull and wife Mallory; and many aunts, uncles, nieces, nephews, cousins, and dear friends.

Shelley was preceded in death by a son, Nicholas Paxton; her father, Robert Eugene Smith; her infant brother, Robert Eugene Smith, Jr.; and most recently her beloved mother, Lucy Quaglio Smith.

Shelley was born in Martinsburg on September 2, 1954, and received her primary education at St. Joseph Catholic School. She graduated from Martinsburg High School in 1972, attended Shepherd University, and began her federal career in 1974 at the IRS. Shelley welcomed her son Mike in November of 1978 and balanced her full-time career while being a strong, single mother with help from her close knit family. Several years later, Lee swept Shelley off of her feet and on August 25, 1990, they were married in an intimate ceremony at Aspen Hall in Martinsburg. Shelley and Lee built a wonderful life together including traveling to their favorite vacation spots, attending countless concerts, and continuously improving their delightful country cottage home that served as the setting for cherished memories over the years with unique finds from antique stores, yard sales, and flea markets. Her favorite cats, Sinatra and Mokie, added plenty of mischief as they roamed around the property.

Throughout her career, Shelley enjoyed taking on challenges with her cheerful demeanor and became fast friends with a multitude of colleagues and members of the local community. After 38 years of federal service, Shelley retired from the IRS in January of 2013 and was honored with a lively retirement party featuring friends and family in attendance. In her retirement years, she stayed in close contact with her connections and enjoyed the freedom to socialize and pursue her interests.

While Shelley achieved many accolades at the IRS, her proudest accomplishment was raising her son to be an upstanding public servant who has participated in volunteer and career fire departments in the area. Mike was able to reach his academic and professional dreams because he was supported by his mother’s sacrifices, her uplifting spirit, and her tireless devotion.

Shelley also adored her step-son Richard and spoke fondly of her visits with him and his wife Mallory, especially her most recent trip to see them in picturesque Washington state.

Shelley was affiliated with the Sons and Daughters of Italy and the Berkeley County Women Democrats Club. After retirement she worked feverishly on many local, state, and national political campaigns.

A Mass of Christian Burial will be held Tuesday, January 16, 2018, at 10:00 am at St. Joseph Catholic Church, 225 S. Queen St., Martinsburg, with Father Thomas Gallagher celebrant. Internment prayers will be said at Pleasant View Memory Gardens, 2938 Charles Town Rd., Martinsburg. A luncheon reception will be held at the Knights of Columbus Hall, 108 W. Stephen St., Martinsburg.

In lieu of flowers, memorial contributions may be made to St. Joseph Catholic School, 110 E. Stephen St., Martinsburg, WV 25401 or the American Diabetes Association, PO Box 15829, Arlington, VA 22215.
